Conversion of lat-Lon rasters to UTM

I've been working on an r.proj command that reads the raster directly and 
projects similar to the NRCS v.proj command.  This code is _Very_ BETA!!
It reads the PROJ_INFO and DATUM_INFO files in the target/source locations
so it should work on a wide variety of projections.  It will also automatically
do a nad shift.

Maybe,  Markus, or someone else could take a look at what I've done so far and
clean it up a little.  I've had success on small areas, but my attempt at a
full quad DRG was not successful do to malloc errors and lack of disk space.

I did look at the existing v.proj code before rewriting.

For anyone interested I can make the sunos4.1.3 or solaris2.5.3 compile
available for testing.
