GRASS as GNU Projekt ?

The differences in being an official GNU project or not are not that
big. The copyright can be assigned to the FSF, but I don't think the
GRASS community will want that. GNU could help out with server space,
but again they might help anyway, if asked.

In the end they are free to adopt GRASS now anyway, because of the
license. So in a broader sense GRASS already is part of the GNU vision.
