Which is to say, "I'm a moron trying to use the GRASS GUI."  :^)

Having truncated my $PATH, attempting to use the tcl/tk menu bar
threw up another barrier.  Namely, in trying to start up a monitor,
e.g. X0, a small popup (probably with an error message) appears for 
around 300 milliseconds, after which nothing happens.

Using d.mon from the command line works fine?
