  Enter INPUT Central Meridian [lon_0] (96W) : 13:20E
  Enter INPUT False Easting [x_0] (0.000000) : 4500000
  Enter plural for INPUT units [meters]: 


Now the full coordinates would have to be entered.

Note: You enter decimal degree like 12.7639N and sexagesimal degree 
like 12:45:50N.

GRASS is accepting both.

So, if you send the full coordinates, I will check how to convert
