Thanks for the advice.  

Apparently, the 'cannot create executables' messages is fairly common with
cygwin installs with incomplete development systems.  I downloaded
everything that cygwin included on its distribution.  I ended up wiping
cygwin clean and re-installing cygwin binaries, xfree86, and the grass5
source.  The compile actually started this time, but I suspect that other
messages will appear in the log.

Look in the "config.log" file. This contains all of the commands which
"configure" executes, along with their output, including any error
messages.
