Mapserver is the best open source and free tool I know of, though I use it for an internal site with only about a dozen users. There is of course ArcIMS from ESRI, a commercial product, which is supposedly fairly robust.

I am interested to know of more mapserver type software, so hopefully someone knows something more...

I want to Create an online map like in rumbler:
http://www.rambler.ru/map/scripts/moscow/moscow.cgi 

To do this I thought of creating the maps on Grass then show them up with
Mapserver.

If im not mistaken mapserver use shp files of ESRI.

Can I Create shp files in Grass easily ?

I also like to update the maps latter with php4 through Grass, Can it be
achieved ?

Is there other good way of putting up maps on the webs using other methods ?
