two simple ways

open grass with MAPSET=PERMANENT  then perform the shading with
d.shadedmap
 
or

do the shading in the mapset of your choice and then copy the shaded map
to PERMANET using g.copy rast="shadedmaps_name" once you have opened
grass with MAPSET=PERMANENT 


these both have worked with me
