I believe that nviz is the tool you are looking for.  You can plot a
3D view of the topography, and then drape the vector map of the roads
over that.  To play around, try something like

GRASS: ~> nviz elev

(replace 'elev' with the name of your elevation map).

This can also be done from within nviz.  Take a look at
$GISBASE/documents/nviz/nviz_tut.html (from within Grass--the path is
correct for my installation of Grass 5pre4) for a tutorial on nviz.
