[GRASSLIST:4399] Collection of State Plane PROJ_INFO files...

I've generated a set of PROJ_INFO files for State Plane 1983 and 1927.
GRASS's set up of these files is somewhat incomplete.  Perhaps they will
help folks in setting up locations using these coordinate systems.  I've
also written up a more correct PROJ_INFO file for the US survey foot to
meters conversion.  The can be fetched from
http://pweb.jps.net/~egm2/grass/STP/index.html.
