It seems like you would also need to add $GISBASE/bin to your command
path.

Without running in the GRASS shell you will need to do something to
distinguish between command line and interactive versions of the same
program (e.g. g.region or d.mon).  Concurrency might be a problem if more
than one person runs the one GRASS installation or if you try running
GRASS out of more than one shell simultaneously.  Aside from that I don't
know that you will have any problems with concurrency that the GRASS shell
would otherwise prevent.

I don't see what you gain (but hassle) by avoiding the GRASS shell.  All
of the usual system commands are available in the GRASS shell, just as
they would be in a regular command shell.
