Category labels live in <mapset>/dig_cats/<layer> and have a format 
like:

# 5 categories
My Description

0.00 0.00 0.00 0.00
1:Swamp
2:Lake
3:Pond
4:Estuary
5:Swimming Pool

The number is the category number, the part after the colon is the
label.
