[GRASSLIST:5970] Postgress and GRASS CD

I am having difficulty using postgres and grass gis. Is it installed 
with the cd?
I get the following error message

The following databases are in the Unix catalogue:
Error: select Postgres:could not connect to server: No such file or 
directory
         Is the server running locally and accepting
         connections on Unix domain socket "/tmp/.s.PGSQL.5432"?
