[GRASSLIST:995] v.to.pg: behavior doesn't match manual page

Hello,

This is under GRASS 5.0.2. If I correctly understand the manual page, v.to.pg
*may* display the vectors exported/associated with the database if a monitor
window is running. Indeed, if none is running it fails.

More importantly, if the region defined by a running window (you have zoomed on
your data say) doesn't match the whole, only the vectors belonging to the
current region are exported.

If this behavior is not due some weird thing that I have done (when compiling
or running) could we place an explicit warning in the manual page?
