[GRASSLIST:5782] Calculate fetch or rotate raster

Is anyone aware of a script to calculate (wind) fetch from a raster?

If not, I have thought of a good algorithm to calculate it, but it
requires dumping the raster to disk (so that I can read it with Python).

In the latter case, I need to rotate the raster to orient the coordinate
system with the wind direction.  Is it easy to rotate a raster in GRASS?
It would save me some coding if that were so.
