NVIZ is written in a mixture of Tcl/Tk and C.

NVWISH2.2 is a Tcl/Tk interpreter which has been extended with the
C components of NVIZ. It is central to NVIZ; if you don't have
NVWISH2.2, you don't have a working NVIZ.

Did you compile GRASS yourself, or did you install a binary package?
