The only other difference which I can see between PJ_krovak.c and the
rest is that PJ_krovak.c lacks an SCCSID variable.

Ultimately you could just remove the Krovak projection from
src/libes/proj/Gmakefile and src/libes/proj/pj_list.h. That should
allow the rest of GRASS to be built.
