In GRASS 5.7, you can use 'v.in.ogr spatial=xmin,ymin,xmax,ymax'
(recently fixed) while importing or v.in.region & v.overlay together 
(or 'v.select op=overlap' ??).

For huge vector files, 5.7 should be quicker & more robust than the
tools in earlier versions.
