[GRASSLIST:3131] temporal data

hello,
i have three questions:
1. the design(conception) of grass is realised by what tool (UMLor..,..)
2. how grass can represent or manage the temporal data (if is possible).
3. it's possible in grass to add new format in it's vector library without the need of ogr/gdal library?
