Run a window manager such as twm or fvwm.

The simplest way to do this is not to run the X server (Xwin)
directly, but to use the "startx" script. By default, that script
should start the X server, twm, and three xterms.

twm is pretty basic, but is usually included as part of the X11
package.

If you have installed the Motif library, you may also have mwm, which
behaves more like Windows or the Mac (e.g. you can drag the edges of a
window to resize it).

Or you can install any other window manager; I think that Cygwin has a
package for fvwm.

To change the list of programs which are started by the startx script,
copy the file /usr/X11R6/lib/X11/xinit/xinitrc (or possibly
/etc/X11/xinit/xinitrc) to ~/.xinitrc then modify it, making sure it
retains the executable permission bits.
