[GRASSLIST:4011] Dumb OGR question

Despite setting the configure flag --without-gdal and having locally 
installed (my account on a linux 2.4 machine) OpenEV_FW, doing 
make in grass-5.7.0/ gives:

undefined reference to `OGR_DS_ReleaseResultSet'

make[3]: Leaving directory `/home/bob/grass-5.7.0/db/drivers/ogr'
make[2]: *** [subdirs] Error 1
make[2]: Leaving directory `/home/bob/grass-5.7.0/db/drivers'
make[1]: *** [subdirs] Error 1
make[1]: Leaving directory `/home/bob/grass-5.7.0/db'
make: *** [default] Error 1

This produces an executable in bin.i686-pc-linux-gnu/ but this too has
unsurprisingly some problems.  

So my questions are:  How can I get make to ignore OGR?  When would I 
need OGR?  I mostly plan to work with databases and raster data.a
