[GRASSLIST:9344] telcom network design - least cost implementation?

Has anyone used GRASS in either a raster or vector application for modeling
a telecommunications network?  Meaning a packet enters the network and gets
routed around through various nodes until it gets to the destination, and
using GIS to determine what that least cost path would be?
