This would depend on what Linux distro you are running. PostgreSQL and R should be pretty basic installs on any rpm or deb based system. To look for rpms or deb or tar balls look at the GRASS home page.

Once everything is installed and running, you will need to setup a database under PostgreSQL that your user of GRASS will have access to. At this point you can then connect using db.connect. If you want to access your attribute data outside of GRASS you might want to look at using PgAdminIII.

For the use of R please with GRASS please refer to the geostats section on the GRASS homepage under applications.
