[GRASS-user] vector issues (windows charset and labels)

Hi All.

two issues:

first, I didn't get to plot labels with d.vect.
v.info tells me this abot my vector:

v.info map=municipios layer=1 -c
Displaying column type for database connection of layer 1:

CHARACTER|NOME_MUNIC
CHARACTER|GEOCODIGO_

I want to use NOME_MUNIC as labels.

I can and did load this grass vector in qgis
The labels look bad, because they are in CP1252 charset, and that
doesn't render properly:

How can I solve this labels/charset issue?
