Maciej,

Make sure that you have installed TclTk version 8.3 and the associated "dev" 
packages:

on my Debian Sarge system:

tcl8.3                          8.3.5-5           
tcl8.3-dev                   8.3.5-5
tk8.3                           8.3.5-6
tk8.3-dev                    8.3.5-6
