[GRASS-user] inst_grass.bat file problem

I have been trying to install the GRASS for Windows XP SP2 version on NTFS
drive (as I have already expressed earlier). I have followed first two steps
at: http://geni.ath.cx/grass.html for installing MS-Windows native GRASS.

The third step of saving the three files into a folder is also done. But
when I run inst_grass.bat file, it gives message that I need to install msys
first. But I have already installed it. When I again install it, I get the
same message. Why?
