AFAIK you *can* do that (see GDAL driver documentation for TIFF).
Note that Martin fixed the parsing recently to get the INTERLEAVE
this working:

2007-09-24 12:13  martinl
        * main.c: Parse 'create options'.  Message cleaning.

This means that you need a fresh version from CVS to get that
