Regarding Hamish suggestion I would say to do this:
1- Define boundaries (without centroids) in Tcl/Tk digitizer
2- v.centroids
3- v.t.rast with attributes as cat.
Regarding point 1, I don't know if you should add centroids. Maybe,
v.centroids won't work.
