Honestly, I don't know about 6.3 and 6.4.1 differences (probably only in
GDAL version), but GRASS 7 already (

up" than 6.4*. Try to search about <v.in.ogr> in this mail list

Also you may try to install a more ancient version of GRASS from RedHat
