but I've seen that in the standalone wingrass-installer %WINGISBASE% is
still defined:

C:\Program Files (x86)\GRASS 6.4\etc\env.bat

line 1: set WINGISBASE=%GISBASE%

there seems to be some inconsistency between the wingrass-standalone
installer and osgeo4w-wingrass.
