v.geom no longer exists in the GRASS distribution,
because of licensing issues. See here

http://lists.osgeo.org/pipermail/grass-user/2002-April/006286.html

(first Google hit for "v.geom grass")

The new modules for triangulation are v.delaunay,
v.voronoi and v.hull.
