Not sure (what you mean).  Best, IMHO, is to use the one with which you are 
familiar or the one with which you think you will become familiar (if you are 
touching these tools for the fisrt time).  Give them a try.

GRASS has its own GUI for ps.map but I have not much of experience with it.  
I've been playing a lot with QGIS in the past, and I liked it.

Also, remember,  you can always export maps from GRASS and play then with a 
vector-based editing tool, e.g. Inkscape.

Someone else will answer better on this -- I've been quite some time away and 
haven't been through all the goodies (again) yet.
