I think its as easy as "connecting" to it, i.e. (from the manual)

db.connect driver=dbf database='$GISDBASE/$LOCATION_NAME/$MAPSET/dbf/'

It "was" the default DB driver in earlier GRASS versions [0], including all 
series 6.x (I think... ?). Nowadays, that is in GRASS 7, the default driver is 
SQLite [1].
