Just to be clear, in my case the problem was not that d.what.vect listed 
ALL the layers (that would have been OK although excessively verbose), 
but rather from click to click I might get different layers reported, 
and even different numbers of layers reported.  Generally the one I 
wanted wasn't included or I would have ignored the problem.

Moritz has proposed a fix to the issue you noted, and it looks like it 
will likely solve my problem as well.  That may take a while to find out 
though.
