But we in GRASS ML aren't able to help when operating system folders and

Nothing dissapears, but it helps to cut it down if it's GRASS or some other
software shipped by the underlying OSGeo4W environment causes this error;
there may be different sources for the issue, E.g. Gdal, sqlite or anything
else misses some MS runtimes or other things, mixup and interefering of
different dll versions, there are more python installations which interfere,
antivirus software is somewhere in the middle etc etc.
