Yes, you apparently do not that write permission in the directory in
which you try to create the VTK file.

Agreed, could be more intuitive.

So I have beautified the error message in case that the output
directory is not writable:

# example
r3.out.vtk -s in=precip3d.500z50 top=dem500 bottom=bottom output=/bla.vtk
/bla.vtk: Permission denied
ERROR: Unable to open file </bla.vtk>

It will be part of the next GRASS GIS release.
