postinstall/qgis-rel-dev.bat

these aren't GRASS GIS issues. these have to be reported in QGIS!

wild guess: are you try to use QGIS dev versions and QGIS release versions
in OSGeo4W at the same time?

that's no good idea as, AFAIK, qgis-dev versions in OSGeo4W are depending on
gdal dev versions; a library mixing may be on the way ....

tested here on several 64bit win 10 boxes with this combination of regular
qgis releases (ltr and latest) and grass gis release and grass gis dailys,
all available in OSGeo4W:

qgis ltr 3.4.15-1
qgis 3.10.2-2

grass 7.8.2-1
grass 7.9.dev-b98dc112d-90

no error so far on about 5 different win 10 boxes.

suggestions:

delete the OSGeo4W environment completly and set it up freshly with grass
gis/qgis combinantions mentioned above. no qgis-dev versions should be
activated.

if issues with qgis still pop up again, these should be reported there.
