--text always started in the last used location/mapset. No Startup Window
presented. No change there, but...

--gui now behaves the same since #767 [1]. It starts in the last used
mapset. This pairs well with another change which opens the GUI in the Data
tab where you can change the mapset if needed. The Data tab has all
features of the Startup Window and much much more. There is more to be said
about this, but I will just add that we are now evaluating how well it
works.

--gtext: we are now seeking feedback about how this should behave or if it
is even needed.

I checked my grassrc, and there doesn't seem to be anything

If there would be anything wrong or the last used mapset is simply already
in use, you should actually get the Startup Window with both --gui and
--gtext at this point.

I hope this clarifies it and I'm now curious about what you think. You can
quickly get some info from Linda's slides [2] and some more details from
development wiki pages [3, 4].
