Dear Uttam,

here a test you could do: using telnet, and connect to the rsync port.
You should get something like this:

[neteler at oboe ~]$ telnet grass.meteo.uni.wroc.pl 873
Trying 156.17.59.38...
Connected to grass.meteo.uni.wroc.pl.
Escape character is '^]'.
@RSYNCD: 30.0
GRASS mirror at the University of  Wroclaw

If you don't get an answer from the server, then the port 873 is
blocked in your local network.

BTW: Then please note this other rsync mirror:

rsync mirror.quintex.com::grass

It seems to be updated, too.
