I would suggest leaving this until 5.1; see my previous message.

That's OK for tcltkgrass (and, in any case, a pre-compiled version of
Tcl/Tk should work).

But implementing NVIZ on top of Cygwin plus the Windows versions of
Tcl/Tk and OpenGL could be a great deal of work, and should also be
left until 5.1.
