[winGRASS] Can't start TCLTKGRASS in winGrass with generic version

I found that NVIZ almost works with the "xtcltk" package. The only
problem is the same one as MacOS: it can't find the "library"
directories.

Application initialization failed: Can't find a usable init.tcl in the
following directories:
    /usr/src/tcltk-patches/build/usr/local/lib/tcl8.0
    /home/Glynn/grass-build/dist.i686-pc-cygwin/etc/lib/tcl8.0
    /home/Glynn/grass-build/dist.i686-pc-cygwin/lib/tcl8.0
    /home/Glynn/grass-build/dist.i686-pc-cygwin/etc/library
    /home/Glynn/grass-build/dist.i686-pc-cygwin/library
    /home/Glynn/grass-build/dist.i686-pc-cygwin/tcl8.0/library
    /home/Glynn/grass-build/tcl8.0/library

The executable is:

	/home/Glynn/grass-build/dist.i686-pc-cygwin/etc/nviz2.2/NVWISH2.2

If I create symlinks, it works.

I note that there is one path which isn't relative to the location of
the executable, but this appears to be relative to the build
directory. Is there some compilation option which would make it look
in /usr/local/lib?
