pq.dll is a PostgreSQL library. I suggest that you run Cygwin setup
and install PostgreSQL on your computer. It is not strictly required
by nviz, but it sounds like nviz was compiled with PostgreSQL
dependencies. pq.dll should be in /bin (setup will put it there).
