[winGRASS] compiling for cygwin

Hallo List,

two and a half more questions:

1.) how can I get proj4 for cygwin resp. how can I compile it
2.) can somebody explain me how to compile the grass source code for
using it on cygwin? is it the same way as it goes e.g. on linux
