[GRASS-windows] WinGRASS: Test Build on Vista

I woud need more info about that, but it seems that something failed in 
writing the grass63.bat file.
Could you post the content of that file, please?
Try to delete the .grassrc6 file in your user root (I suppose 
C:\Users\Peter), the try to restart GRASS.
