[GRASS-windows] New WinGrass release (6.4.0svn) - Rev.40049

Hi Helmut,

Thank you for your work. I have installed it on Win7 64-bit. It works,
just I am not able to set my language. As I can tell, the 'locale'
catalogue is missing.
