ABOUT THE JRC
As a GIS Developer you will be part of a dynamic team, based in the Joint Research Centre (JRC) campus in Ispra (Italy). The JRC campus is hosting a vibrant community of approximately 2.500 top-notch researchers, engineers and senior scientists, eager to resolve current and future challenges related to energy, nuclear safety, climate change and more.



As the Commission's in-house science service, the Joint Research Centre's mission is to provide EU policies with independent, evidence-based scientific and technical support throughout the whole policy cycle. Working in close cooperation with policy Directorates-General, the JRC addresses key societal challenges while stimulating innovation through developing new methods, tools and standards, and sharing its know-how with the Member States, the scientific community and international partners.

THE PROJECT

The work package GLOBES of the JRC.D6 Unit on Knowledge of Sustainable Development and Food Security, is developing information systems for the acquisition, processing and distribution of environmental & biodiversity information. These information systems are supporting the European Commission's Digital Observatory for Protected Areas that is constructed around distributed web based services.

The deployment of the web services allows internal and external partners to develop GIS web-based applications in support of requests from very different customers. The indicators and modelling services are made accessible through very different applications.

THE ROLE

The main objective of the requested service is to provide support for the:

*       development and maintenance of IS web applications

*       processing of the geospatial data required by the web applications

*       testing, maintenance and documentation of the web interfaces

*       development of Geospatial Web services

*       development of WMS, WFS, WCS, WPS using GeoServer and/or MapServer, and Vector Tiles

*       development of geospatial catalogues GeoNetwork, pyCSW and GeoNode.

MUST-HAVEs
The needed profile to perform the activities require a deep knowledge of the following:

*       Strong experience with GIS tools and libraries (i.e. GDAL, PDAL, PostGIS, Qgis, uDig, ArcMap, ArcPro) including the development of geospatial processing models.

*       Good knowledge of Google Earth Engine processing using JavaScript and Python

*       Deep knowledge of the main CMS for geospatial web and web development such as Drupal and Django

*       Deep knowledge in Web Application/REST APIs development including PHP (and various geo packages like GeoPHP), Python (and various geo and non-geo packages), JQuery, Ajax, JavaScript, HTML and CSS

*       Extensive experience with libraries such as LeafletJs, Mapbox GL JS, MapboxVectorTile, Tippecanoe, Turf.js, Openlayers, Mapbox, CartoJs, Highcharts, Google Charts, DataTables

*       Strong experience in using external APIs from NASA, ESA, NOAA, GBIF, The World Bank, IUCN

*       Demonstrated experience in the use and processing of spatial biodiversity data standards and reference datasets (World Database of Protected Areas, Red List of Threatened Species, GBIF species occurrences)

*       Very good knowledge of Cartography design principles

*       Very good skills in English


NICE-TO-HAVEs
The following will be considered a big plus:

*       Familiarity with following development frameworks (i.e. NodeJs, React, AngularJS, ES6 and Dojo Toolkit)

*       Demonstrated experience in linking the Web GIS interfaces to PostGRES and PostGIS databases

*       Experience with environmental remote sensing products and spatial imagery

*       Scripting in Shell

*       Knowledge of Apache and Tomcat

*       Experience with Ansible and Vagrant

*       Ability to communicate in Italian
