[Incubator] Project Status Template

Frank,

on the Project Status Template, you ask "Has an OSGeo committee  
member been assigned as Mentor?" while in the Incubation Mentor  
Guidelines you've made this more specific by saying the mentor must  
be a member of the Incubation Committee.  Which should be changed?
