Folks,
This is a reminder that we have another Incubation meeting Monday at
2:00pm EST.

Note that EST does not involve daylight savings time! Feel free to add
Agenda items. Mark, would you be willing to refine your general principles
for OSGeo projects as a document we could approve? While I still feel some
specific "tests" need to be applied to OSGeo projects before completing
incubation, I think a general principles document would be a great asset
for guidance.
Also, we will be looking for mentors for OSSIM, GRASS and MapBuilder.
I would appreciate any committee members willing to mentor to be prepared
to offer. Also, I believe Schuyler expressed a willingness to mentor
MapBuilder. We should consider that offer in the meeting, which would also
imply adding him to the committee.
Any project representatives who cannot make the meeting should consider
asking some other project member to attend on their projects behalf though
they wouldn't get a formal vote as non-members of the committee.
At the board meeting today I was asked when we thought we would be ready
to forward incubation procedure documents to the board for approval and
when they could expect the first project(s) to be ready to finish incubation.
The interest is partly based on a desire to maintain and built public
momentum with an announcement of an incubation process that adds value
(or at least some degree of certainty) with regard to approved projects and
about some project(s) having completed that process.
Towards that end, I have indicated that the committee would work towards
bringing forward an incubation process plan to the board in the coming
weeks if practical.
To that end, I see us needing to:
o Decide what additional requirements (general or specific) we wish to
apply to incubation. I'm not adverse to adding more requirements or
otherwise adding to the value of the incubation transition. But I would
like the suggestions brought forward quite soon or I will assume there
aren't any.
o Working on refining our existing documents into a coherent incubation
process. I have done a fair amount of work on the draft documents and
would appreciate other editor(s) working on pulling stuff together into
tighter and more complete form.
o One or more projects need to push somewhat aggressively towards achieving
incubation completion. I don't want to "pass" any projects before they
meet our criteria but I am eager for get one or more projects into shape
to complete the process within the next 2-4 weeks if possible. Are there
any projects willing to step forward to make the push? I think it wouldn't
be a great leap for MapServer but there is definately still some work to
do.

Lastly, with regard to the infrastructure discussions we have had in the
past, in the board meeting today a formal System Administration Committee
(SAC) was struck to manage the Telascience systems made available to OSGeo.
It is lead by Norman Vine. I have added an agenda item to discuss things
we might ask of this new committee in terms of services. It isn't my
feeling that we need to have such infrastructure in place to complete
incubation, but our committee seems like a natural venue to discuss
software projects needs. Hopefully Norman can attend on behalf of SAC,
otherwise I could act as a liason.
