Could you write up a description of the rationale of the contributor
agreements at:
   http://www.fossgis.de/osgeo/index.php/Contributor_Agreement

I have started to solicit feedback but I found I had trouble adequately
explaining why the foundation was requiring them, and what they accomplish.
Having some authoritative explanation from you would be helpful I think.
