who should be credited in a license audit?

OSGeo incubator:
I'm working through the Mapbuilder license audit and want to know who 
should be listed as "license owners".

So far I've included all people with commit access, however, to be 
legally clean I assume that I should also include everyone who has 
submitted a patch to the developers email list.
