Incubator page for Mapbender added

Hi,
we added a page for the incubation progress. I thas been developed from
the adoption questionaire that Frank sent around some time ago. Therefore
it differs from both GDAL and GeoTools incubation pages, but I believe
that this was intended to get some discussion done.
